The Benazir Income Support Program (BISP) now reaches more than 9.3 million people across Pakistan. President Rubina Khalid said the number of women enrolled in the BISP program has increased by 700,000, bringing the total to 10 million women receiving financial assistance through the Benazir Kafaalat program.
For those who have participated in a BISP survey but are not yet eligible, a new survey will be conducted in May 2025. Once the registration process is completed, individuals will receive payments.
8171 Survey for new ineligible people scheduled for May 2025
During a live session with BISP beneficiaries, Naveed Akbar explained why some individuals are still not receiving payments despite having already participated in the Kafalat 8171 program survey. He clarified that these individuals are not currently eligible. However, with the new survey in 2025, their names might be added to the list of beneficiaries. It is advisable to keep an eye on your CNIC updates.
Eligible persons who will receive the Rs 12500 payment will receive it in the ninth month of the year. Till then, those already surveyed are advised to visit the Tehsil office for further investigation.
Eligible individuals for the new 12500 BISP payment
The criteria for receiving the Rs 12500 Kafalat payment is simple. To apply, you must:
- Be of Pakistani nationality.
- Be in financial need and be at least 18 years of age.
- Have a female relative with a valid identity document.
- Be a single, divorced, or widowed woman without male family support.
- Family members with physical or mental illnesses.
- You have a poverty score of less than 30.

Step–by–step guide for Tehsil Office Survey in May 2025
To ensure a smooth registration process and get your BISP payment receipt, follow these steps:
- Visit your district BISP Tehsil center.
- Go to the BISP Dynamic registration counter.
- Show your CNIC card and your children’s Form B to the staff.
- The staff will give you a token for the new or updated survey.
- Use the number provided to verify your entry to the registration area. A data entry operator will ask you for your personal and financial details.
- Do thumb verification on the spot.
- You will receive a confirmation message from 8171.
- Eligible households will receive an email confirming their status in the BISP 8171 scheme.

Whether you register at the BISP Tehsil office or do it from home, make sure you have the following important documents:
- Computerized National Identity Card (CNIC)
- Mobile phone registered in your name
- Family Registration Certificate
- Proof of employment or income, if requested
